Governance & Advisory

The Infant Hearing Program (IHP) is supported by a governance structure that helps ensure consistent, reliable, and high‑quality service delivery across Ontario.

The Ontario Ministry of Children, Community and Social Services funds wave and sets expectations and targets for the IHP.

MCCSS funds a number of programs and services for children with special needs and their families, including the Preschool Speech and Language Program and American Sign Language services and Langue des Signes Quebecois through a number of multiservice agencies across the province.

wave serves as the provincial oversight agency for the IHP. We provide leadership and guidance to IHP Lead Agencies to ensure high-quality program delivery across Ontario. Please visit the About Us page to learn more.

wave allocates funding to Lead Agencies across Ontario and provides the direction, tools, and support needed to ensure families receive timely, high‑quality services.

Lead Agencies, contracted by wave, deliver IHP services within their communities. They are in Children’s Treatment Centres, hospitals, public health units, and other multi-service agencies across Ontario.

There are currently 12 Lead Agencies across Ontario. Each one is responsible for the coordination and delivery of the following services in their geographic region:

  • Universal newborn hearing screening (UNHS)
  • Audiology services, including assessment, surveillance and supports for permanent childhood hearing loss
  • Family support services for children with permanent hearing loss and their families

The Infant Hearing Program (IHP) Clinical Advisory Committee (IHP-CAC)

  • Review program performance data to support program evaluation
  • Advise on strategic directions and priorities
  • Consider social, ethical and health-system impacts
  • Provide policy and knowledge-translation guidance
